Moving Health Policy Forward
Our team develops and provides clear political and policy analysis to help clients achieve the best possible outcome. We advise on federal programs like Medicare Advantage, 340B Drug Pricing Program, and policy issues such as prescription drug cost, artificial intelligence (AI) in health care, clinical research and trial diversity, telehealth, reproductive justice and women's issues, the health care workforce, the caregiver economy, and access to care for older adults.
That work includes helping clients navigate key federal agencies such as the U.S. Department of Health and Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Food and Drug Administration (FDA), U.S. Department of Veterans Affairs (VA), U.S. Department of War, Defense Health Agency (DHA), and TRICARE.

We prepare executives, providers, patients, and coalition leaders to engage with policymakers **across the political spectrum**. Our work includes outreach to the House Committee on Energy and Commerce, House Committee on Ways and Means, Senate Committee on Finance, Senate Committee on Health, Education, Labor, and Pensions, and the House and Senate Appropriations Committees. Through briefings, roundtables, and other forums, __we connect clients and stakeholders__ with congressional staff and key policy leaders to build relationships and shape policy discussions.
Building Support Across the Hill
We also work closely with health care leaders across the TriCaucus: Congressional Black Caucus (CBC), Congressional Hispanic Caucus (CHC), and Congressional Asian Pacific American Caucus (CAPAC), as well as doctors' caucuses, women's caucuses, and the Congressional Reproductive Freedom Caucus. These relationships help clients understand the political landscape, build broader support, and bring health equity and access into key legislative and oversight discussions.
Fulcrum has helped clients bring hundreds of stakeholders and advocates to Capitol Hill through targeted hill days, including mothers focused on maternal health, young people advancing health care and reproductive access, immigrant families, older adults, caregivers, patients, providers, clinical trial participants, and rare disease advocates.
